La utopía de la Movilidad

Martes, 22 de Septiembre, termina la Semana Europea de la Movilidad.
8.30 a.m. atasco en la A6, dirección Centro. Cuatro carriles y el BUS-VAO abierto, kilómetros de tráfico lento en la vía de mayor capacidad de Madrid, es un día cualquiera con sus habituales problemas de movilidad, lo normal, sin más.
Invertir una hora para realizar un trayecto que, en condiciones de tráfico fluido, sólo requeriría quince minutos es un problema de gran repercusión social y económica. Y ese problema tiene su origen en las políticas de desarrollo urbano que se están aplicando en la mayoría de las ciudades a lo largo y ancho del mundo.
La movilidad ciudadana es un mercado donde los bienes de consumo son los diferentes modos de transporte, pero las políticas actuales de desarrollo urbano tienden a violar los requerimientos básicos de funcionamiento de ese mercado, favoreciendo el uso masivo del automóvil:

Y a la ineficiencia de las políticas públicas se une la falta de concienciación ciudadana. Mucha gente cree que la propiedad y disfrute del automóvil está directamente relacionado con el nivel de ingresos del usuario, y por tanto también creen que las políticas que favorezcan el viaje en automóvil apoyan el desarrollo económico de la región. Pero esto no es verdad.
La dependencia del automóvil impone grandes costes económicos, sociales y
ambientales. Los costes totales de la dependencia aumentada del automóvil son mucho mayores que los costes totales de brindar un buen servicio de transporte público. La congestión de tráfico y de estacionamiento, la polución, el riesgo de accidentes y la dispersión urbana hacen que todos los viajeros empeoren sus condiciones de movilidad y, en consecuencia, su calidad de vida.
Por el contrario, gestionar la movilidad puede proveer múltiples beneficios: el ahorro de costes en las instalaciones de las vías y los estacionamientos, la reducción de costes fijos para los consumidores, la mejora de la calidad de vida de la comunidad, el uso eficiente del suelo y la equidad en las posibilidades de viajar.
La gestión de la movilidad es el término con el que se definen aquellas políticas que propician un uso más eficiente de todos los recursos del transporte. La finalidad de estas políticas es mejorar la movilidad del ciudadano sin tener que recurrir a la expansión de las carreteras, de los aparcamientos y de otras instalaciones de vehículos a motor.
Para alcanzar su objetivo, las estrategias de movilidad deben incluir una combinación de incentivos positivos, para promover el uso los modos alternativos de transporte, e incentivos negativos, para desalentar el uso del 
automóvil. Existen muchos ejemplos de incentivos negativos: el Anillo de Peajes de Trondheim (Noruega), el Area License Scheme de Singapur, los Planes de números pares-impares de placas en Atenas, la regulación de zonas de aparcamiento en Madrid. Pero existen muy pocos ejemplos de incentivos positivos, especialmente en los países desarrollados, así que al final el ciudadano se queda sin alternativas para su movilidad.
La conclusión evidente es que, a día de hoy, la gestión de la movilidad sigue siendo la asignatura pendiente de las Administraciones Públicas de los países desarrollados del mundo y que, por eso mismo, son una gran oportunidad para el futuro. Si las actuales políticas basadas en el incremento de capacidad de las infraestructuras sólo favorecían a las empresas constructoras, las nuevas estrategias abrirán un nuevo mercado. Una nueva vía de innovación para las empresas afianzadas en el sector del transporte: ADIF, AENA, Renfe, Iberia, Mediterránea, Acciona, Ferrovial. Pero también para las empresas con espíritu emprendedor que sepan ver y quieran aprovechar la oportunidad que brinda el urbanismo sostenible.
Y para muestra, un botón:
La firma consultora Steer Davies Gleave implementó un programa de mezcla de viajes en la ciudad de Santiago de Chile. Los programas de mezcla de viajes son una acción de márketing social, una técnica que usa el márketing directo de bajo coste y el contacto personal con los residentes de una comunidad para darles mejor información acerca de sus opciones de viaje: guías de transporte de público, mapas de ciclovías e información de otros servicios de gestión de la movilidad. Según Steer Davies Gleave, con la puesta en marcha de este programa se consiguió una reducción del 17% en los viajes de conductores de automóviles, con una reducción del 23% en los kilómetros por conductor y automóvil y una reducción del 17% en el tiempo que invertía en viajar.
Algunas ciudades han creado agencias profesionales de gestión de tránsito, fuera de la estructura pública de gestión de la ciudad. Con esta externalización se pretende ayudar a aislar las técnicas de gestión de la movilidad del ciclo político. Las políticas generales aún deben ser aprobadas por la administración pública, pero si la agencia profesional es exitosa y respetada, se reduce la posibilidad de un cambio errático si se produce una alternancia de gobierno.
Y un nuevo modelo de Business Center, el Smart Work Center. Estaciones remotas situadas a las afueras de la ciudad que funcionen como centros de trabajo, de tal forma que los residentes del entorno puedan trabajar desde esas zonas sin tener que desplazarse hasta su empresa. Un Business Center con su equipamiento de oficina, con sus espacios flexibles, con sus conexiones por cable e inalámbricas y con un elemento diferenciador, estarían vinculados a Campañas Municipales de Movilidad y por ello, podrían ofrecer nuevos servicios de valor, guarderías, comedores y modos alternativos de transporte a disposición de los usuarios del Centro para desplazamientos de corto recorrido.

Muy interesante artículo Tamara.
Pero por desgracia hasta no se cree una conciencia colectiva de este problema, me temo que no hay solución para los atascos de la A-1, 2, 3, 4, 5, y 6……… Por desgracia parece que a los políticos no les interesa el tema de la movilidad. De hecho su respuesta es poner parquímetros para disuadir el uso del automóvil, y de paso recaudar un poco de dinero. Tampoco tienen en cuenta a la hora de hacer los planes urbanísticos las necesidades futuras de trafico; como pasa en la unión de la M-50 con la A-6 o el de la M-503 con la M-40, por seguir por la zona noroeste.
No se incentiva el uso de las motos, que aparte de agilizar el trafico producen menos emisiones de gases de efecto invernadero. Se intento con la medida de poder llevar motos de hasta 125 cc con el carnet de coche, pero choca que a la vez se endurezca los requisitos para la obtención del carnet de moto (hay que hacer un examen teórico extra y dos exámenes prácticos). Tampoco se fomenta el uso de la bicicleta en la ciudad. Ninguna estación de RENFE del centro tiene sitios donde dejar las bicicletas en condiciones, como pasa por ejemplo en la estación de Copenhague (http://www.panoramio.com/photo/2319726) y que ayudaría a descongestionar el trafico. Pero claro antes habría que mejorar el cercanías, ya que en hora punta conseguir entrar en un vagón puede resultar complicado. Tampoco hay carriles bicis en la ciudad, como de Copenhague, de nuevo (http://www.copenhagenize.com/2008/02/slices-of-copenhagen-cargo-bike-life.html).
Muy buen análisis sobre el potencial de la gestión de la movilidad en las ciudades en las que vivimos o sufrimos.
En cuanto a los Smart Work Center, me gustaría saber tú opinión sobre las ciudades de multinacionales como la Ciudad de Teléfonica o la Ciudad financiera que pueden llegar a tener la capacidad de más de 4.000 trabajadores. ¿Cuáles son los efectos positivos y negativos desde el punto de vista de la movilidad de estas Ciudades del trabajo?
Nacho, la verdad es que Madrid posee un sistema de transporte público muy bien planteado. El sistema de anillos concéntricos (zona A, B1, B2, etc) del que participan la EMT, MetroMadrid, Cercanías Renfe y los autobuses periféricos, junto con los intercambiadores modales (Moncloa, Médez Álvaro, Avd de América, etc), es altamente eficiente, y de hecho se estudia en las escuelas de ingeniería de todo el mundo. El problema fundamental es, como tú bien dices, que la Administración Pública no se ha molestado en concienciar a la gente. La movilidad es un tema que todavía no vende en los países desarrollados, pero venderá, porque es la única salida, esa, o construir un puente con otros ocho carriles justo encima de cada una de las radiales.
Borja, el concepto de ciudades del trabajo sólo podrá funcionar si cada una de esas aglomarciones va compañada de facilidades de movilidad. Concentrar hasta 4.000 trabajadores en un mismo espacio es la excusa perfecta para subvencionar un parada metro o una línea regular de autobuses. Es una buena manera de atraer riqueza hacia una zona y es una buena manera de contribuir a que, al menos, un 1% de esas 4.000 personas dejen de usar su coche para desplazarse a su lugar de trabajo.

Justo ayer (22/09) mientras caminaba al trabajo y veia el acostumbrado congestionamiento vehicular en Arturo Soria, recordaba que se celebraba el “Dia europeo sin coche” el cual ya he escuchado que ha sido un total fracaso. A mi me llama mucho la atención que una ciudad como Madrid con unos servicios de transporte públicos tan buenos, que ya quisieran tantas otras ciudades, con una red de metro, de renfe, de autobuses, con unas impresionantes carreteras e intercambios viales….todo de primer orden.. tengan tantos problemas de congestionamiento vehicular, problemas de aparcamiento, polucion, etc. Supongo que está relacionado con el hecho que cada persona tenga su propio coche.. algo asi como tener su propio movil, su propio reloj… pareciera que se ha convertido en una necesidad primaria dificil de dejar… consecuencias del consumismo vuelvo a suponer, “estilo de vida” que le dicen. ¿y las consecuencias? seguro que no las veremos.

Interesante artículo y un buen tema para discutir. ¿Por qué tenemos tantos problemas de movilidad en Madrid?. Me parece acertado el comentario de Amaru, en el que apunta: “Supongo que está relacionado con el hecho que cada persona tenga su propio coche.. algo asi como tener su propio movil, su propio reloj”. Justamente hace unos días, estancado en un atasco, empecé a ver por la ventanilla al resto de conductores y, vaya sorpresa, cada coche tenía un sólo ocupante, 5 plazas de las cuales 4 están vacías, todo por tener un “habitáculo” que respete tu espacio personal. Viendo esto me dije en voz alta: “si es por eso que hay este atasco, si es que no tienen conciencia de cómo usar un coche” sintiendo una voz del subconsciente que me decía: “shhhh que tu también estas sólo en un coche de 5 plazas”.
Somos todos parte de un problema mayor que tiene que ver con las costumbres que vamos adquiriendo y que creo que económicamente no conviene a nadie tratar de solucionar. ¿Sabéis cuantos puestos de trabajo se perderían en Zaragoza si comprásemos menos coches? ¿Sabéis cuántos puestos de trabajo se generarían si construyéramos un puente con otros ocho carriles justo encima de cada una de las radiales?.
La campaña tendría que ser fortísima para hacernos reflexionar en una sociedad del consumo, como la que hace referencia Amaru. Entonces me pregunto, para solucionar el problema ¿sería suficiente implantar una serie de incentivos positivos, como la de la firma consultora Steer Davies Gleave, a la que haces referencia en el post, o estos incentivos tienen que venir acompañados con los incentivos negativos como los parquímetros o los impuestos de circulación que se aplican en ciudades como Londres?. Porque en nuestra sociedad, guste o no, la consciencia está estrechamente vinculada al bolsillo.
Tan sólo me gustaría añadir un comentario, ya que creo que para que la gestión de la movilidad tenga éxito, ha de ir acompañada por el desarrollo de un urbanismo a nivel nacional. Porque, aun estando de acuerdo con que se ha de reducir el uso del automóvil (quien no se sienta feliz conduciendo su propio coche que “tire la primer piedra”), creo que una parte muy importante del problema, es la alta densidad de población en ciudades como Madrid.
Lo que realmente me sorprende es que, estando en el siglo XXI, cuando puedes estar chateando desde España con alguien en un taxi de Shangai, las empresas necesiten estar ubicadas físicamente en la capital, lo que hace que únicamente se creen puestos de trabajo (cuando se creaban) en Madrid. Y cuando hablo de empresas, hablo también de Ministerios.
El urbanismo no es sólo diseñar la intersección de calles. El urbanismo ha de ir más allá, y diseñar el desarrollo económico desde un punto de vista territorial ¿Por qué siempre hablamos del centro económico del país y no de una red económica del país? ¿Por qué todos los organismos gubernamentales han de situarse en la capital y no pueden estar ubicados en ciudades como Guadalajara o Segovia?
Quisiera recordar que el AVE hace un recorrido de ida y uno de vuelta, por lo que me niego a pensar que el único destino de las poblaciones aledañas a Madrid sea el de convertirse en ciudades dormitorio al servicio de ésta.
