Renovables: una Parte de la Solución, No la Solución.

En los últimos años se ha producido un gran desarrollo de las energías renovables, que ha hecho que se incremente mucho su aportación al sistema energético. Tanto es así que la Unión Europea prevé que entre el 2005 y el 2030, la energía primaria de origen renovable consumida en la UE aumente un 90 %, hasta alcanzar un 12 % del total de energía primaria.
Esto ha hecho que se hable de estas energías como la solución a todos los problemas energéticos, lo cual supone una simplificación del problema. Las energías renovables no son la única solución al problema energético, aunque sí una parte importante de la misma, y por ello deben ser tenidas en consideración.
Las energías renovables tienen indudables ventajas por motivos muy variados:

Ecológicos: a diferencia de la mayoría de las convencionales, las energías renovables no implican la generación de residuos ni la emisión de gases contaminantes (las que los producen – como la
biomasa – no son tan contaminantes como los combustibles fósiles); además, las reservas de estas fuentes de energía son ilimitadas (esto no significa que se pueda generar toda la energía que se quiera a partir de estos recursos, sino que se regeneran a corto plazo).

Económicos: las energías renovables han dado lugar al desarrollo de una industria nueva, de alto nivel tecnológico y de gran volumen de negocio. Por ejemplo, en España, en el año 2005 había más de 1300 empresas trabajando en el sector de las energías renovables, y se estima que entre 2005 y 2010 estas empresas habrán creado unos 95000 empleos.
Además, los países que consigan liderar la revolución tecnológica que esta nueva industria conlleva dispondrán de una gran ventaja estratégica y competitiva, que se traducirá en exportaciones de tecnología a otros países y en reducción del coste de la energía renovable (a día de hoy, el coste de generación de energía a partir de fuentes renovables sigue siendo mayor al de las fuentes de energía convencionales).
Hay que tener en cuenta que, cuanto mayor sea el grado de desarrollo tecnológico que se alcance en esta industria, mayor será la capacidad de reducir los costes de generación de energía a partir de las fuentes renovables, por lo que mayor será el aprovechamiento que de éstas se podrá hacer .
- Estratégicos: las energías renovables implican el aprovechamiento de recursos naturales propios e inagotables (el viento, el potencial hidráulico, el sol…) y, por tanto, reducen la dependencia con respecto al exterior. Éste es un factor de gran importancia desde el punto de vista geoestratégico, ya que no hay que olvidar que algunos de los principales productores de fuentes energéticas primarias convencionales (petróleo, gas natural…) son países de escasa estabilidad política y económica, lo que puede acarrear problemas de abastecimiento y estabilidad de precios.
Todos estos factores, y cuestiones de tipo político y social, han favorecido que se extienda la idea de que las energías renovables pueden abastecer por completo la demanda energética y sustituir a otras tecnologías de generación, como, por ejemplo, la nuclear. Esto es un error, ya que cada fuente de energía tiene su función específica en el modelo energético (el denominado “mix energético”). Además, las energías renovables no solo tienen ventajas. También tienen límites e inconvenientes:
- Por la disponibilidad de recursos: la contribución de las energías renovables es limitada en el tiempo (no pueden funcionar tantas horas al año como otras fuentes de energía).
- Por cuestiones económicas: las energías renovables generan energía más cara que otras fuentes, y esta diferencia se hará más notable en los próximos años, ya que la liberalización del sector eléctrico hará que el precio de la electricidad en España se vaya ajustando a su coste real (más la compensación por el déficit de tarifa acumulado durante los últimos años) http://www.laopinion.es/secciones/noticia.jsp?pRef=2008062400_12_155053__Economia-liberalizacion-electrica-traera-subidas-precios
- Por cuestiones técnicas: las energías renovables presentan algunos problemas técnicos importantes:

- las instalaciones de generación de energía renovable (salvo en el caso de las grandes centrales hidroeléctricas y de los grandes parques eólicos) suelen ser sistemas distribuidos de generación (muchas instalaciones de poca potencia – como las huertas solares – generan pequeñas cantidades de electricidad en muchos lugares diferentes), y esto supone problemas de seguridad de operación y capacidad de suministro en la red de distribución de electricidad (preparada para operar de forma que la energía se produce en unas pocas instalaciones de gran tamaño).
- La electricidad generada en los aerogeneradores suele presentar problemas de calidad de señal (por la presencia de armónicos).
En definitiva, de todos estos pros y contras podemos deducir que es necesario desarrollar las energías renovables – y España es un país con gran potencial para obtener ventajas energéticas y económicas de este desarrollo -. Sin embargo, ese desarrollo no debe implicar el abandono de otras fuentes de energía que pueden paliar algunos de los puntos débiles de las renovables (seguridad del suministro, facilidad de gestión técnica, capacidad de generación de grandes cantidades de potencia a bajo precio…). En definitiva, las energías renovables deben ser desarrolladas para ser una parte más (cada vez más importante) del “mix”energético, pero no tienen capacidad, a medio y largo plazo, de convertirse en el único componente del mismo, como lo prueban distintas previsiones sobre la aportación de cada tipo de fuente de energía para los próximos 50 años.

Estoy totalmente de acuerdo, las renovables son parte de la solución, no la solución, a la ecuación del suministro energético para un país por lo tanto el resto de las fuentes de energías deben siguen siendo claves.
Ampliando un poco el post Leo, me gustaría que comentaras si aprecias algún tipo de amenaza en la excesiva dependencia del proteccionismo estatal en el sector de las renovables.
Creo que el proteccionismo del que hablas seguirá existiendo en el mercado eléctrico en el medio plazo. Este proteccionismo consiste fundamentalmente en dos cosas (al menos en España, aunque en la mayoría de los países industrializados creo que es igual):
- Las subvenciones económicas, que permiten a los productores de energía renovable vender su electricidad al sistema eléctrico a un precio mayor que el de otros tipos de energía (es decir, si en lugar de construir una planta de carbón construyes un parque eólico, puedes vender la electricidad que generes más cara, con independencia de que generar electricidad en el parque sea más barato que hacerlo en la planta de carbón);
- La obligación que tiene el sistema eléctrico de comprar toda la energía renovable que se produzca (es decir, si tienes un molino de viento en condiciones de suministrar electricidad a la red, el sistema está obligado a comprártela, aunque para ello Fenosa deba parar una central de carbón).
Este proteccionismo ha permitido el desarrollo de una industria que de otra manera estaría mucho más atrasada (una parte fundamental de la rentabilidad de las renovables ha dependido de él), pero debe ser revisado y adaptado a las circunstancias y objetivos de la política energética, ya que, al ser una trampa que se le hace al mercado, también tiene inconvenientes:
- Por ejemplo, hasta el 2008 las ventajas que se daban a la energía solar fotovoltaica en España hicieron que se desarrollara espectacularmente el sector (tanto que en algunos lugares incluso se instaló más potencia de la que la red eléctrica podía absorber), pero, al no ser un mercado basado en la competencia, sino en la subvención, había ineficiencias de mercado (los productores de paneles solares aumentaron mucho sus precios, con lo que la generación de energía fotovoltaica se encareció). Al reducir las ayudas al sector, los precios se han ido moderando en el último año.
- Además, a medida que la liberalización del sector eléctrico se vaya completando, los costes reales de la producción de electricidad (más el déficit de tarifa acumulado en los últimos años) se irán incluyendo en el precio final de la electricidad, por lo que si se favorece excesivamente a las energías renovables, dándoles unas ayudas que inflen su valor, el precio final que tengamos que pagar por la electricidad aumentará más.
Por tanto, sí creo que debe haber un cierto apoyo público a estas energías (puesto que suponen una diversificación de fuentes energéticas que implica mayor autonomía energética, cuidado al medio ambiente…) pero estas medidas deben ser revisadas cada cierto tiempo, para que la distorsión que produzcan en el mercado sea lo más pequeña posible. Tenemos que tener en cuenta que toda subvención que modifique el funcionamiento del mercado va a implicar ineficiencias en su funcionamiento, que antes o después habrá que pagar en la factura eléctrica.
