El urbanismo sostenible

Una vez finalizada la II Guerra Mundial, Europa, como compensación a los servicios prestados por Estados Unidos abrió sus puertas a los productos Norteamericanos, y así se instauró definitivamente en el mundo occidental lo que hoy conocemos como economía de consumo.
Esta economía de consumo y la aceptación de sus límites para que el hombre no acabe con sigo mismo y con sus generaciones futuras han dado pié a lo que hoy conocemos como desarrollo sostenible.
La definición más conocida del desarrollo sostenible fue formulada por primera vez en 1987 por la Comisión Brundtland, creada por la Asamblea General de las Naciones Unidas, y dice así: “El desarrollo sostenible es el que satisface las necesidades de la generación presente sin comprometer la capacidad de las generaciones futuras para satisfacer sus propias necesidades”
Pero, ¿de qué desarrollo se habla? ¿Económico? ¿Biológico? ¿Social? ¿Político? ¿Cultural? ¿Todos?: El Banco Mundial cita que los objetivos del desarrollo sostenible se enmarcan en la búsqueda de un equilibrio entre los aspectos ambientales (medio ambiente, salud, uso racional de los recursos renovables, conservación de los recursos naturales,…), sociales (equidad, cohesión social, movilidad, participación ciudadana,…) y económicos.
¿Cómo debe llevarse a la práctica ese desarrollo? ¿Dónde debe hacerse efectivo?
Las ciudades son los escenarios del progreso social y de la evolución de la humanidad. La globalización se lidera desde los espacios urbanos porque albergan una alta capacidad de infraestructuras, una alta cualificación de los recursos humanos y una excelente accesibilidad. Los adelantos tecnológicos crecen en las urbes y las posibilidades de acceder al conocimiento humano también. El desarrollo sostenible del tejido urbano es la clave para el futuro.
El desarrollo de una ciudad avanza en tres dimensiones: la competitividad de su actividad económica, su estructura 
social y el uso de los espacios físicos. La sostenibilidad de la ciudad se sustenta en que su actividad económica sea competitiva, su estructura social esté cohesionada y sus espacios físicos estén gestionados eficientemente.
Para mejorar su competitividad las ciudades están poniendo en práctica políticas que impulsan la innovación, el talento, la industria creativa y la glocalización. Construyendo parques científicos y tecnológicos, impulsando proyectos universitarios, apoyando la transferencia de conocimiento hacia el tejido empresarial, realizando intensas campañas de marketing urbano.
Para alcanzar la cohesión social las ciudades están incorporando a sus modelos de gestión las Tecnologías de la Información. Todos hemos hecho alguna vez una gestión administrativa a través de Internet como solicitar una cita médica o un certificado de empadronamiento; o hemos consultado información sobre el estado de las carreteras o sobre el tiempo que tardará el autobús en pasar por nuestra parada; o hemos participado en un blog ciudadano. Todo eso que hemos hecho se llama e-Administración o Administración Electrónica. Es algo muy simple pero de gran repercusión en la gestión eficiente de los servicios de la ciudad porque sirve para acercar la Administración Pública a los ciudadanos, a las empresas y a todos los organismos que vertebran la ciudad y les permite participar en su gestión y, en teoría, en su gobierno.
La gestión del espacio físico urbano es un amplio concepto dentro del cual se combinan, con grandísima dificultad, cuatro elementos: el urbanismo, la movilidad, la eficiencia energética y el medio ambiente.
La especulación inmobiliaria que ha condicionado, y condiciona, el Planeamiento Urbano de las ciudades ha elevado a grado de utopía conseguir una gestión eficiente de los espacios físicos urbanos.
El modelo constructivo que sigue funcionando en las ciudades actuales es un modelo que desprecia el impacto ambiental de los edificios. Cada edificio que responsabilice a la ciudad de su abastecimiento energético es un edificio más que pone en peligro su desarrollo sostenible porque hace que la ciudad sea, edificio a edificio, más incapaz de producir los recursos necesarios para su propia supervivencia.
La tecnología de la construcción ha llegado a tal grado de desarrollo que es factible diseñar edificios inteligentes y ecológicos, edificios autosuficientes que son capaces de producir su propia energía, almacenar y reciclar agua e, incluso, se han ideado edificios productores de alimentos. Sin embargo, la actividad edificatoria de la era de la especulación responde a un esquema económico en el que los materiales de construcción han de ser rentables antes que eficientes, la mano de obra ha de ser barata antes que cualificada y los tiempos de ejecución gobiernan sobre todas las decisiones.
Los despropósitos de la especulación afectan a la movilidad tanto como afectan a los otros tres elementos del espacio 
físico urbano. De qué sirve establecer políticas que favorezcan el uso del transporte público y que penalicen la utilización del vehículo privado, si no hay una política de Planeamiento Urbano que las acompañe. Como ejemplo, las Cuatro Torres business area de Madrid. Un proyecto urbanístico que ha desequilibrado la ciudad hacia el norte. Intensificando la concentración empresarial en un área que históricamente ha presentado problemas de infraestructuras. La desproporcionada inversión en edificación, no ha sido acompañada de una inversión proporcional en obras de urbanización, especialmente en infraestructuras de transporte.

especialmente interesante es la Carta de Leipzig, o la llamada cohesión territorial, sobre Ciudades Europeas Sostenibles, en donde no sólo declaran unas intenciones de desarrollo sostenible en la misma ciudad, sino que también abogan por una coordinación a nivel local y urbano-regional. Su objetivo es pues lograr igualdad entre las ciudades y las zonas rurales por un lado, y también entre las poblaciones pequeñas, medianasy grandes y las ciudades dentro de las regiones urbanas y metropolitanas.
Dicha cohesión es especialmente importante para lograr un fomento económico y social óptimo en pro de:
* lograr una relación entre las ciudades y las zonas rurales.
* la evolución de las zonas rurales
* mejorar los transportes, ubicados de forma muy desigual
* conservar el patrimonio natural y cultural

Entre muchos conceptos en este post se cita el marketing urbano.
Me gustaría destacar la importacia de la forma en la que una ciudad se comunica con las personas que viven en ella. En una ciudad todo es comunicación desde la señalización, a la forma de la farolas o los bancos, pasando por la arquitectura. Al igual que una persona navega por una página web y dependiendo de sus elementos le parece más o menos atractiva. Para alguien que pasee por una ciudad, sus elementos le parecen más o menos amigables. Una ciudad debe ser amigable, debe tener un alto índice de usabilidad. Es un elemento de marketing capital
En gran medida lo que le sugiera los elementos urbanos de la ciudad harán de ella más o menos atractiva para las personas que viven en ella o los turistas. Resumiendo, más allá de que una ciudad tenga o no museos, tenga o no playa, una ciudad puede ser más amigable, más atractiva si cuida la estética de sus elementos urbanos. Esa estética, determinará su comunicación con sus visitantes y será un eje fundamental de su marketing urbano.
La comparación entre Barcelona y Madrid es un buen ejemplo. Barcelona cuida el código de comunicación de sus elementos urbanos, permitiendo que turistas se encuentren atraidos por una ciudad cuya playa es de inferior calidad a la de todo el levante y con una oferta de museos inferior a la de la capital. Sin embargo, Madrid para un turista es una ciudad dura, agresiva, poco amigable en el que la funcionalidad está por encima de la estética.
