Política Energética. Una Cuestión Estratégica.

Desde la revolución industrial la energía ha ido introduciéndose en la vida cotidiana a un ritmo cada vez mayor. 
Tanto es así que hoy resulta difícil – si no imposible – pensar en alguna actividad que pueda realizarse sin influencia de la energía. Todo lo que nos rodea ha sido fabricado con máquinas que la consumen; todas las mercancías se transportan – y también nosotros – en vehículos que necesitan energía. Cuando viajamos, cuando cocinamos, cuando utilizamos un teléfono móvil o la radio estamos consumiendo energía; cuando leemos un libro o escribimos con un lápiz alguien ha consumido energía para fabricar el libro, el lápiz, el papel… En definitiva, toda actividad humana está relacionada con la energía. Existe, por tanto, una relación directa entre el consumo de energía per cápita y el nivel de desarrollo de una sociedad.
Por eso, la manera en la que los países planean y gestionan su política energética tiene una influencia directa en la vida de sus ciudadanos. Y precisamente por eso es necesario que la política energética de un país sea considerada como lo que es: un factor estratégico. Pero, ¿cómo debe ser la política energética de un país?
En primer lugar, debe ser variada en cuanto a fuentes y tecnologías. No se debe depender de una única fuente de energía, pues esto aumenta la dependencia con respecto a:
o los productores de dicha fuente: basta recordar los problemas de abastecimiento de gas en Centroeuropa en el pasado invierno como consecuencia del enfrentamiento político entre Rusia y Ucrania, por ejemplo;
o las reservas de dichos recursos (o las lluvias, el viento o la radiación solar, en el caso de la energía hidráulica, eólica y solar, respectivamente);
o los productores de la tecnología necesaria para el aprovechamiento de la fuente energética. Un ejemplo de esto lo podemos ver en Italia, que tras levantar la prohibición de generación nuclear ha tenido que recurrir a tecnología francesa para construir su nueva generación de centrales nucleares (http://www.cincodias.com/articulo/economia/Francia-Italia-sellan-pacto-promocion-construccion-centrales-nucleares/20090225cdscdieco_3/cdseco/). Todo un aviso para España y su moratoria nuclear.
Además, cada tipo de generación de electricidad tiene unas características que la hacen más o menos adecuada para determinadas condiciones de demanda de energía (por ejemplo, las centrales nucleares o las grandes centrales de carbón apenas pueden – por motivos técnicos – variar su ritmo de producción, por lo que deben estar siempre generando electricidad al mismo ritmo, mientras que la mayoría de las centrales hidráulicas – por la disponibilidad de agua – o los parques eólicos solo pueden trabajar unas horas al día). Disponer de varios tipos distintos de centrales permite adaptar la generación de energía a las variaciones de la demanda de electricidad, lo que reduce el riesgo de apagones. Por ello, todas las previsiones sobre qué tipo de generación de energía se utilizará en el futuro consideran el uso de diversas fuentes de energía – con un uso creciente de las renovables, pero sin que esto suponga reducir el uso de otras fuentes de energía como el carbón (cuya importancia se espera que crezca a medida que se desarrollen las técnicas de captura de partículas de combustión) o la nuclear –.
En segundo lugar, la política energética debe estar adaptada a los recursos del país. El control de los recursos energéticos permite disponer de ellos de forma segura y con total independencia del exterior. En este sentido, cabe destacar el caso de España, donde el 86% de la energía primaria procede del exterior (http://www.expansion.com/2009/04/22/opinion/1240388315.html)
En tercer lugar, la política energética debe procurar abastecer la demanda de energía al menor coste posible. Las distintas tecnologías de generación implican diferentes estructuras de costes fijos y variables, y por tanto distinto coste por unidad de energía producida. Esto es importante porque el coste de la energía influye directamente sobre la economía, tanto sobre el IPC, como sobre la productividad (PIB).
Y todo esto debe conseguirse, además, cumpliendo otros dos requisitos de gran importancia: la política energética debe ser segura y sostenible tanto desde el punto de vista técnico como ecológico.
Todos estos factores son los que los países deben tener en cuenta a la hora de fijar sus políticas energéticas. El modelo energético que se aplique será sostenible y competitivo solamente si se tienen en cuenta todos ellos y si se considera – como en toda decisión estratégica – el medio y largo plazo. Sin embargo, en muchas ocasiones solo se consideran intereses a corto plazo y no se tienen en cuenta todos estos factores, lo que va en detrimento de la sostenibilidad y viabilidad del modelo energético.

Efectivamente Leo. Tú análisis destapa la importancia que tiene para un país tener un proyecto energético coherente, lejos de modas, demagogias
e ir más allá de los 4 años de legislatura de un gobierno. La excesiva dependencia de energía producida por terceros deja la economía de un país a excesivamente expuesta. Energéticamente un país debe trabajar para su independencia y diversificar sus fuentes de energía para disminuir el riesgo.

Tu exposición es buena. Pero no deja de ser un cúmulo de obviedades superficiales.
¿Qué político te ha escrito el discurso?
Permíteme la agresividad en el tono, permíteme la “pequeña travesura”.
Pero de la misma forma que el trasvase no se puede dejar en mitad de la meseta, esperaba de tí que te mojaras en los juicios:
- ¿sí a la nuclear (térmicas) -energía más barata pero con peor imagen -?
- ¿sí a las renovables -energía más cara y con mejor propaganda-?
Y claro, que el PIB y la demanda energética están en “combinación lineal” es obvio. No obstante todo es relativo, como los máximos y los mínimos relaticos aquellos de las funciones matemáticas: f´(x)=0. Me explico:
- aquellos “illuminati” que aseguraban que en breve el barril de petróleo llegaría a los 200 dólares,…
- aquellos profetas que aseguraban que la demanda energética en 2009 iba a ser mayor que la de 2008,…(como cabría esperar de tu gráfica).
A todos esos yo les digo: sí,sí.

Permíteme la licencia y te ayude a entender el post. Según la exposición, la política energética de un país se debe definir para asegurar su sostenibilidad y competitividad basándose en tres criterios fundamentales:
1. Ser variada en cuanto a las fuentes y tecnologías
2. Se adapte a los recursos del país
3. Tenga como objetivo abastecer la demanda al menor coste
Según lo anterior se puede responder sin ningún tipo de complejo a tus elementales preguntas: sí a la energía nuclear y sí a las renovables. Diversificando, se reduce la dependencia de alguna de ellas y se logra minimizar la producción de las energías menos eficientes. Además en países donde las condiciones medioambientales lo permitan, se debe aprovechar la oportunidad de explotar las recusos naturales para la producción de energía.
Otra cuestión, sería ¿cuál debería ser el mix entre las energías renovables y no renovables? ¿20 % Vs. 80 %? o bien ¿40% Vs. 60 %? Para responder, se requiere un debate serio profundo realizado por expertos en la materia, fuera de cualquier demagogia política. En ese sentido, el artículo, hace una introducción sobre los grandes ejes en los que debe girar ese análisis, que a pesar de ser obvios no dejan de ser los idóneos.
Efectivamente, el objetivo del “post” no era valorar la conveniencia o no de ningún tipo de tecnología de generación de energía en concreto, si bien sí se indica que el coste de generación de energía nuclear es inferior al de otros tipos de energía – la última gráfica indica que en 2004 el coste del kW nuclear en el Reino Unido fue aproximadamente la mitad que el del kW eólico -. Esto, unido a la consideración que se hace sobre la necesidad de disponer de distintos tipos de centrales para poder adaptar la generación a la demanda, permite deducir lo que dice Jaime en su comentario acerca de que no se debe renunciar a la energía nuclear ni pretender que un país se abastezca de electricidad solo con energías renovables, que son necesarias pero tienen una función específica en el parque de generación.
Sin embargo, el propósito del “post” solo era indicar cuáles deberían ser los criterios usados para definir la estrategia energética de un país, y que ésta debía plantearse a largo plazo y no a corto plazo y en función de criterios únicamente políticos, sin considerar apenas los técnicos, como bien denuncia Borja en su comentario.
